An opinion someone has to stand behind.
In Nigeria a valuation may only be prepared by a firm registered with the Estate Surveyors and Valuers Registration Board of Nigeria. A report carries a named valuer's judgement, and a bank, an auditor or a court will test it. We would rather give an unwelcome figure than a convenient one.

Purposes
What the valuation is for changes what it says.
Mortgage and loan security
Valuations prepared for banks and other lenders considering property as security, setting out open market value and the assumptions it rests on.
Financial reporting
Valuations of land, buildings and other tangible assets for inclusion in audited financial statements, prepared to be defensible to an auditor.
Insurance
Reinstatement cost assessments so that a building is insured for what it would actually cost to rebuild, and valuations in support of a claim after a loss.
If your purpose is not listed, say what you need the figure for when you enquire. The purpose determines the basis of value, and a report prepared for one purpose should not be relied on for another.
What we value
Land, buildings and what is inside them.
Residential, commercial and industrial property, and bare land. Plant, machinery and industrial equipment, whether valued in place as part of a going concern or on the assumption that it is removed. Corporate and other tangible assets held on a company's books.
Every report names the valuer, states the basis of value and the date of valuation, and sets out the assumptions and any limitations on the inspection or the title information made available to us.
